City managers' earnings vary according to such factors as the size of the city, the city's geographical location, and the manager's education and experience. According to a member survey by the International City/County Management Association, chief appointed city officials earned a median annual salary of approximately $152,000 while those employed by counties earned $140,000. Other sources, such as Payscale.com, reported median earnings for city managers as between $80,000 to $90,000 in 2017. The U.S. Department of Labor reports that the mean salary for general and operations managers in local government, which is the closest DOL occupational category to city managers, in May 2015 was $96,570. The lowest paid 10 percent earned below $50,000 while the highest paid 10 percent could earn upwards of $152,000.
