ICF International consults government entities and commercial clients on policy, management, and technology issues related to energy, the environment, and infrastructure; health, education, and human services; safety and security; and consumer and financial. The company offers advisory services, program implementation, analytics services, digital services, and engagement services. ICF International has about 65 offices in the US some 15 outside the US, in countries such as the UK, Belgium, China, India, and Canada. About two-thirds of revenue comes from government clients, including US federal, state, and local agencies, as well as governments outside the US.

Financial Performance

ICF International has enjoyed steady revenue growth since 2016; net income jumped significantly from 2016 to 2017, though it dipped slightly in 2018. 

In 2018, revenue increased to $1,338.0 million, up 8.9%, compared to $1,229.2 million in the prior year. The company attributes much of the growth to a 10.6% increase in government revenue. It also reported a 6% increase in commercial revenue. Growth in government revenue was driven by increases in revenue from energy, environment, and infrastructure and safety and security clients, as well as increases in state government disaster recovery clients, and local and international government revenues.

Net income decreased $1.5 million, or 2.3%, to $61.4 million, largely driven by an increase of income tax expense of $10.3 million compared to the prior year. This was due to a $16.8 million decrease in income tax expense in 2017, which related to one-time favorable adjustment of $16.2 million as a result of the enactment of the Tax Act in December 2017.

Cash decreased slightly to $11.7 million in 2018, from $11.8 million in 2017. Net cash provided by operating activities was $74.67 million. Net cash used in investing activities was $56.39 million and net cash used in financing activities was $28.77 million.


The company's largest clients are federal government departments and agencies, including the US Department of Health & Human Services, the US Department of State, and the US Department of Defense. Federal government clients generated approximately 41%, 45%, and 48% of revenue in 2018, 2017, and 2016, respectively. State and local government clients generated approximately 14%, 10%, and 11% of revenue in 2018, 2017, and 2016, respectively. International government clients generated approximately 9%, 7%, and 6% of revenue in 2018, 2017, and 2016, respectively.

A key growth strategy of ICF International is expanding its commercial services to reduce reliance on the government for business. It is working to pursue more commercial projects in areas such as aviation, digital marketing services, and strategic communications services, both domestically and internationally.

ICF is also focused on expanding its geographic footprint and its capabilities through acquisitions. In 2018, it acquired The Future Customer (TFC), DMS Disaster Consultants (DMS), and We Are Vista Limited (Vista). TFC is a loyalty strategy and marketing company based in London, giving ICF capabilities in customer relationship marketing services. DMS is a Florida-based disaster management firm that assists clients with planning, preparedness, and response and recovery efforts. Vista is a UK-based communications company that provides advisory services to clients in the financial, retail, automobile, and energy industries.
