Horizon Healthcare Services, dba Horizon Blue Cross Blue Shield of New Jersey, is New Jersey's top health insurance provider, serving about 3.7 million members in some 20 counties. The not-for-profit company, a licensee of the Blue Cross and Blue Shield Association, offers traditional indemnity and managed care plans, including HMO, PPO, and POS plans, as well as Medicaid and Medicare Advantage coverage options. It also provides dental and workers' compensation coverage through subsidiaries and offers access to vision, life, stop-loss, and pet insurance policies through affiliates. It also provides behavioral health and wellness programs.
Like all US health insurers, Horizon Healthcare is grappling with the problem of rising health care costs. The company is exploring ways to keep expenses under control and remain competitive, including offering lower-cost, consumer-directed health plans that place more financial and decision-making responsibility on policyholders. Other goals include expanding access to preventative care, improving mental health programs, and supporting chronically ill patients.
The company is upgrading its technology systems to lower administrative costs for providers and offer convenient services to patients. Horizon upgraded its website to improve usability in 2018. It also launched its Get Care mobile app (appointment scheduling and video chats), its Horizon Blue app (coverage, benefits, and claims data access), and its Horizon MyWay app (spending account management) that year.
Horizon is a founding member of the OMNIA Health Alliance, a group of New Jersey health care leaders working to achieve population health goals through measures such as performance analytics and clinical transformation initiatives. As part of this alliance, Horizon has launched HealthSphere, a data services platform that gives providers a full view of patient health records and allows them to identify care improvement and coordination opportunities.
The company was founded in 1932 as the Associated Hospitals of Essex County; it became Hospital Service Plan of New Jersey in 1936. The Medical-Surgical Plan of New Jersey was founded in 1942. Blue Cross and Blue Shield insurance was offered in the state beginning in the 1960s.
Hospital Service Plan of New Jersey (Blue Cross of New Jersey) and Medical-Surgical Plan of New Jersey (Blue Shield of New Jersey) merged to become Blue Cross and Blue Shield of New Jersey in 1986. The combined entity adopted the Horizon BCBSNJ moniker in 1998.
In 2008 Horizon Healthcare filed an application to convert to a for-profit corporation; however, it stopped working on the proposal in 2010 amid intense public and government scrutiny over the conversion plans.
