Blue Cross and Blue Shield of Minnesota is working to stay competitive as the value-based model of health care becomes more widely adopted. It has also been investing in health improvement initiatives in order to reduce unhealthy behaviors (smoking, obesity) among its members. The ultimate goal is to lower medical costs over the long term. Towards those ends, the organization in 2018 established a partnership with Sharecare to offer personalized wellness platforms to group customers. Sharecare will provide the underlying tools for Blue Cross and Blue Shield of Minnesota's digital health management offerings, which aim to increase participation among employees. These will include customized rewards programs and wellness challenges.

Also in 2018, the company began shifting the back-office operations of its state Medicaid program to a subsidiary of insurance giant Anthem. It moved several related job positions to higher growth areas of its business such as its Medicare Advantage operations.

In 2016 the organization had an operating loss which it attributed to rising health care costs (despite its having raised premiums). Its individual market and Medicaid segments have especially been struggling with higher costs. The three elements are clinical innovation (to help members navigate the care system), care management (to provide coordinated care), and network and payment (to leverage high-value networks in a move to reform payments).
