What's the best way to control alcohol consumption at company functions that take place in a bar or restaurant with no sit-down meal served?

Dear HR Director:
My recommendation would be to not serve any drinks at all! But if banning drinks is out of the question, one way to limit them is to give out drink tickets; after two drinks, people either can't have anymore or have to pay their own way. Another is to encourage everyone to consume non-alcoholic drinks by charging for all alcoholic beverages and giving away soft drinks for free. A third is to serve only beer or wine or a punch you can control. Finally, I always recommend serving some type of food. Serving any alcohol without at least snacks is dangerous.
