Mismanagement

By November of 2008, a few veterans still saw an “atrocious disorganization” at BCBS.  “Since the (gradual, branch-by-branch) conversion to (for-profit from the year 2000) and the comments to do more with less, there has been too much speculation on how to get things done.”  These veterans still say that management is “doing a terrible job” in making decisions “on a whim rather than by technical analysis,” one source says.
