The mission of the United States Department of Housing and Urban Development (HUD) “is to increase homeownership, support community development and increase access to affordable housing free from discrimination.”  HUD adds that, to carry out this mission, the department “will embrace high standards of ethics, management and accountability and forge new partnerships—particularly with faith-based and community organizations—that leverage resources and improve HUD’s ability to be effective on the community level.”  Through a variety of programs, the department addresses the housing needs of American citizens.  The Federal Housing Authority helps over a million families each year purchase their first home by providing mortgage home insurance, and ,more than 4.8 million low-income families participate in HUD’s public housing or rent subsidy programs.  Lastly, nearly 1,200 states and units of local government use Community Development Block Grants to make improvements to housing or public facilities and support the growth of local businesses.  The 2010 fiscal year budget has been released by President Obama amounting to around $ 41.5 billion, 11 percent higher than the current 2009 fiscal year.
