At the graduate level, admissions is by department. In my department, several
faculty
members were on the committee, and the class chose a student representative, as
well.
At that time, less than 20 percent of applicants were admitted. As our small
class
discussed the process for the next year, it was important to not simply choose a
set of
grades or test scores.
