The Cornell Institute for Public Affairs (CIPA) requires all applicants
to take the GRE, and foreign applicants must also submit TOFEL scores.
In the admissions process, they pay attention to undergraduate GPA,
extra-curricular activities, the essays, as well as the caliber of
school the applicant attended. I believe a generally holistic approach
is used to evaluate applicants, and good letters of recommendation are
noted.
