Good housing in Chapel Hill is hard to come by on a tight budget. The
North campus dorms used to be the only place to be, however with the
Business School by the Dean Dome, that's changing. The facilities on
campus have changed significantly since I was there, however Davis
Library is one of the most easily navigated libraries in the state.
Dining well on Franklin Street can be very cheap at places like Franklin
Street Pizza & Pasta and The Rathskeller. With a car, El Rodeo and The
Loop are other good cheap choices. Chapel Hill has a multitude of great
restaurants, so eating on campus and ordering pizza is not a necessity!
The neighborhoods all have at least some students, so it's difficult to
find a poor area, however certain portions of Carrboro are sketchy at
best. Walking at night alone is a bad idea, however I did so many a
time in my college days and never once had a problem.
