I did all of the expected footwork, but I also asked alumni to put me in touch with some of the professors that I would be taking. I spent a fair amount of time interviewing them, describing my career goals and aspirations, and telling them why Berkeley would be my school of choice. It paid off; I knew that I'd been accepted 3 months before I actually recieved the official letter.
