The management rewards incompetance and appears to shy away from
utilizing the expertise of employees who possess superior education,
experience, qualifications and an allegiance to quality standards.
Promotional opportunities seem to be based on something other than
performance and capability. Officers who have either exhibited poor
performance or, in some instances, been accused of illegal activity are
not removed from their positions. In one instance, an officer clearly
guilty of felonious theft from a client was later promoted.
