Environmental scientist USEPA in Region 1 is shrinking due to lack of budget. There is no hiring. If a person leaves there is no rehiring only an internal competition for that position. Some jobs actually go away due to lack of need. For young people trying to go up the agency management ladder the atmosphere is better. For scientists not wanting to manage people, the work is a dead end and people are trying to find other positions within the agency by taking short term details (Job experience in another position in another region or in a headquarters office.) There is growth for young graduates if they can get a interview but if there are no openings there is little hiring. Student interns have an inside track on new positions that are not advertised outside to the public. For older employees ther is little job growth or career growth.
