Manager Really bad. The spoils system resulted in massive fraud, waste, and mismanagement, which is why the Civil Service was created. Now Bush is taking us back there, in a big way. Just see wheresthemoney.com, and other such sites, if you doubt this. I came in thinking I would be able to help people, a lot. I have, though it wasn't easy. Senior management does everything it can to gum up the works. I read once that the only way to understand senior management was to assume that they were intent on destroying the company, and that applies here. They have zero respect for employees, Andrew Cuomo cut customer service 50%, in 1999, while saying employees were the most important resource. If you have any sense, you will stay the heck out of this agency. I've learned a lot, I will say that, and I have done a lot to contribute to the improvement of the country. Look at the book Systemantics, by John Gall. "Systems develop mechanisms to inhibit their proper function". This inhibition is called senior management. The political appointees that run all government agencies have nothing resembling morality. A former head of procurement for the Pentagon was quoted in the June, 1989 issue of Atlantic monthly as saying that 1/3 of the defense budget was waste- it would have covered the deficit that year. This agency, like others, prefers to hire friends of the leading political party to do sloppy work, at a cost of at least 10 times what we are paid- their workers don't get that, of course. We have to clean up their messes, on top of our other responsibilities. As an example, EDS was hired to run the computer equipment, at only DOUBLE their nearest competitor's bid. Their work has already resulted in down networks. The primary purpose of senior management appears to be seeing how much taxpayer money can be diverted to "friends". I will say this, the agency does a lot of good- even with its faults- and is far less corrupt than the state government. And if you really want to see corruption, look at city government. The essence of government is lies, lies about reducing federal employee headcount, while the contractor workforce far exceeds the federal employee count- and there is no oversight worthy of the name. The Civil Service used to be a good deal, employees used to be protected from arbitrary bosses who just didn't care about anything. No more, and it's getting worse. If you are really seeking a job where you can grow, and do a lot, you need to ask your intuition if this is really the place for you. Seriously- just ask yourself, "What is the result of my working there?" and see how your gut feels. If it feels right, then do it. If it doesn't, then go elsewhere. That's another thing- intuition is the only way to make it here, they throw so much contradictory information out that it is impossible to keep up with it all. Use questions to guide you- like, "What is my next correct and perfect step, towards the job that will satisfy my mission and purpose in life?" and just follow whatever comes up. Laugh if you want, but I survive this way. Nothing else works.
