Our agency seems to be well received by Congress as a good vehicle to
put funds in the hands of the rural communities so further funding is
anticipated. As noted earlier, some federal agencies with similar
programs do not require as much paperwork as we do. Employee morale is
fair in that we think we are appreciated for what we do but it always
seems like we are having to do more with fewer people each year. The
hiring process is also a problem - the process we must endure to hire
is mind boggling. Just recently hired a fellow that just lasted one
week - he was a veteran that we had to consider before interviewing
anyone scoring below him. We should have some latitude in who we hire.
