We are given yearly cost of living raises, and there are locality raises for different parts of the country. Each grade level has ten steps. It takes one year of work to move up one step up to step 5. After step 5, it takes two years to move up each step up to step 10. Step 10 is the highest step. People at step 10 of any grade level make more money than people at lower steps in higher grade levels.
