What should have been a very positive process - awarding a job to an excited prospective employee, was turned into a completely demoralizing one. But... I had a job in a bad economy. While they speak about a 'bonus package' for IT, it is not a great motivator. The average award is under 5%, despite the 5%, 10%, and 15% levels that were advertised when the program was introduced. Salary was OK but was easy to beat when the market rebounded.
