It's interesting that the HR Associate VP openly admits to me behind closed doors along with another HR rep that this department I work in has had problems for years and they want things to change. But, if you continue to let them know that things are not getting better or changing, they ignore you. Especially when there is a history of people being tormented or "bullied" by co-workers who still exist in this department. The "targets" left after a short period of time and would never return. People know it's going on and do little or nothing to help those of us who are "targets" in the big corporations. I'm sure this is a national problem and in some respects global. But I have to wonder why nothing is done about the problem of respect in the workplace.
