Message: If your boss has really been with the CEO for 15 years, the company may see value in him simply because he is a long time, trusted employee & manager. Since he is your boss, he was probably influential in your hiring. From the company perspective, there is probably little wrong with the current situation. Your boss may not be able to do all of the work himself, but he is competent enough to hire the right people to do it for him. People in the company would be more inclined to congratulate him than fire him for this. It may seem like a bad situation for you, but it looks like there are some opportunities here. Your boss will not be able to mentor you from a technical standpoint, but his lack of ability enables you to showcase talents you might not get an opportunity to, were he more competent on all fronts. As long as he is with the company, your success is tied to him. (Keep in mind that badmouthing your boss is rarely going to make you look good) If you are contributing as much as you say you are, push for offical new titles & expanded job descriptions, but always build your success out under the umbrella of your boss. If you make him look good without threatening him, he will be more likely to support your advancement. You don't want to push someone out who has 15 years experience & close ties to other company leadership. Instead, encourage this person to promote you as much as possible. Once you can do no more without completely assuming his position (maybe you are already there), you should have enough proof of & confidence in your expanded skill set that you can pick up the equivalent of his job at a different firm.
