OF COURSE you should congratulate the new VP |

In my organization someone got promoted to a high level, VP and they don't even have a college degree (one is in process though). Also the VP titles are handed out here in such a manner that those of us who are VPs feel that the title has no efficacy any more.
Its because our general manager said once he doesn't feel that advanced education (i.e., an MBA) is necessry in financial services. DUH. Its just an ongoing pattern of being out of touch with the times.
Now the question: If I feel that the promotion is not warranted or deserved should I still congratulate the promotee or stay silent?
Any comments are welcome.

Despite your (probably reasonable) sense that the promotion was unreasonable and undeserved, this "promotee" might help YOU get promoted in the future, if he/she likes you. And how the hell is the person going to like you if you don't congratulate him/her?
