In my organization someone got promoted to a high level, VP and they don't even have a college degree (one is in process though). Also the VP titles are handed out here in such a manner that those of us who are VPs feel that the title has no efficacy any more.
Its because our general manager said once he doesn't feel that advanced education (i.e., an MBA) is necessry in financial services. DUH. Its just an ongoing pattern of being out of touch with the times.
Now the question: If I feel that the promotion is not warranted or deserved should I still congratulate the promotee or stay silent?

everyone in my group was just passed over to manage our team by someone without a BA degree (and some of us have our MBAs and are stronger performers). And, to top it off, they have less experience than everyone else. I go by the old addage, if you have nothing nice to say, don't say anything.
