so-called clowns and abusives co-workers are defintely not limited to governmental agencies. The truth is there are jerks everywhere and depending on the structure of the company, agency or firm, these people can get away with their behavior for years and even be promoted! I have found that the only thing you can change is your response to to people like this. I know this sounds trite. But this is your first and best line of defense. If after repeated attempts (and documentations of these attempts) it fails, I would then resort to management.
