I am an MS Biochem looking to one day get an MBA and move into VC. I have heard a lot that "operational" experience is what VC requires, but I am a little confused what is meant by "operational". As a MS scientist I've been doing research and quality control oriented jobs at two different mid-size biotechs. Is this considered operational? Or do I need to transition into business development/licensing/marketing at a start-up biotech firm?

You need to transition into business development/ Sales (yes I wrote Sales) / or marketing at a biotech firm. It does not have to be a startup as you can be entrepreneurial in big firms as well. The important thing is that you have to understand your customers, and the business you are in. As a VC you will have to make decisions on the commercial viability of a startup.. how will you be able to do that if you have never run a business?
