I am a SoCal native...and while $90K may sound like a lot (it IS for about 80% of the country) it isn't a lot for SoCal. Thousand Oaks is a pretty decent place to live/raise a family...and I believe the median housing price is around $500K up there--and if you want something decent, it'll probably cost you at least $600K. Hwy 101 traffic is HORRENDOUS (it's the main hwy to Los Angeles.) You're actually closer to Santa Barbara/Ventura/Oxnard...but it's pretty damn expensive there, too. And Hwy 1 is no cakewalk, either--especially once you get to Malibu. There's also a lot of gang activity in Oxnard.
Knoxville is the quintessential college town (home of the Univ. of Tennessee)...very beautiful, and very, very affordable. You can EASILY make do with $60K there...probably get a home for around $200K on a large lot. You'll be close to lots of lakes & rivers...and mountains, too.
But---it's your call. SoCal isn't the same place where I grew up 25-years ago. Just think of it: The population from Orange County...thru LA...all the way up to Thousand Oaks...and there's probably around 7-million people.
