Thanks for all the advice and support. I took the job. I guessed they low-balled me a little bit. I'm making a tad bit more than I'm making now, but I can afford to live at home, so it works for now.
My next question: how did you manage to stand out and make an impression with the news director when you only work the weekends? the other freelancer has been there for years and has been past up for fulltime jobs because that person actually started in the market...and still has some polishing to do (lucked out to start in this market, I'd say). Regardless, I don't want to step over anyone, but I do want to make a good impression, and eventually land a full time gig for a few years.

Dig up stories. Tell all of your family and friends and everyone you meet to call you with news or interesting stories. As for business cards, if the station won't provide you with them, try vistaprint.com. Print your own. Good luck. I wish you much success. Wish freelancing had worked out differently for me.
