Many of us who've done OMB and moved on to a 2-person field crew know the quality difference. Reporters don't shoot well. Photogs don't report well. Sure there are exceptions, but one of the hallmarks of civilization is specialization---with a 2-person team you get someone who's a specialists at seeing and recording good video, and a specialist at interviewing and reporting. The product is simply better.
And there's a loss of productivity with a OMB; it takes X-number of man-hours to do a good package. If you only send out one person, it's going to take them a lot longer than a 2-person team. It takes longer to set up, longer to breakdown, longer to gather information in the field, because the individual is trying to do 2 jobs.
It might be useful to have all reporters carrying a handycam, and let them get some B-Roll, but for interviews, stand-ups, and anything high-quality, you need a real photog.
