How can monitoring what a few thousand people watch accurately determine what total viewership really is? It's not possible.
Nielsen TV top meters aren't accurate. My friends had it in their home and because it requires an action every 15 minutes with each person watching responding, they would respond in the fastest, easiest way (not always accurate) just to get back to watching their show.
But advertisers have to have something and stations have to have some way of charging those advertisers.
It's all a racket.
