In some states it is a FELONY to file false time records.

Absolutely put down the time. This "travelling for work is a privilege" stuff is BS. The station wouldn't be sending you if they weren't getting something out of it, and you're making a sacrifice by going out of town.
Every other business pays salaries employees OT when they go out of town. Sorry news managers-- the same rules apply to you too!
