No, I don't think Bill Walker stepping down has impacted SOC's ratings because he's STILL THERE. I think an anchor has to actually leave first before viewers notice and turn off. Next book, sure, it'll make a difference.
And you can say all the research gobbledygook you want, but jumping from getting 1's and 2's at times to consistently over an 8 means that something's going on besides WBTV finally reaping the benefits of CBS lead-ins.
Face it, there's now actual competition at 11 instead of outright dominance by the big 9.

So someone please explain to me how WBTV has been managing to beat channel nine during the 5 a.m. hour on a consistent basis during the book? I don't think they're winning the hour...but they have been getting the best of channel nine at times. And it doesn't seem to have anything to do with the 11:00 show. Sometimes that's good and 3 loses...sometimes it's bad and 3 wins. What is going on?
