If you are not throwing them out...you should.
It is manipulation..even if it is id'd on the air.
There are better ways to tell the story.
If you want a TV news story done..invite a station to shoot its' own video and edit it the way it wants.

I ship about 400 tapes a year of b-roll to stations, networks and production companies domestically and world-wide. My Lab (Los Alamos) is not the easiest place for people to get to and it saves budget for stations wanting stories about the Lab's history, and technnology (not just weapons) done here.
A "VNR" I put out is uncut, raw and ready to be edited into whatever your perception of the story is.
Prepackaged stories from an outside source do an injustice to the viewers, as far I'm concerned. When I was still in the business, they were a great source for resume' tapes.
Don't throw out the baby with the bathwater and call it integrity.
