From their perspective, the extra 4% is nothing, because Kenny worked to get increases in the offers that covered the whole 10% and then some.

the job applicants themselves could also ask for more than the initial offer and get it. Or, the applicants attorney could ask. I think most hiring managers in television and other businesses expect counter offers and have some flexibility concerning initial salary offers. So, while Kenny or any other agent may get clients more money relative to the initial offer, I don't see that as something uncommon.
