Our station has a clause against all types of moonlighting on-air, but we have one or two freelance reporters who also work in radio. By law, I don't think anyone can prevent freelancers from finding supplementary work. But staffers are basically owned. No face time is allowed anywhere else without permission from the station. Charities maybe, but no commercials. We do have a few staffers that sneak around and do the occasional voice over, provided they won't get caught.
