If you want to make it to the big markets then I would recomend going to a small that is close to where you want to be ... especially if it is a vacation spot.
In Cali you can start in Palm Springs, Sant Barbara, Oxnard or south to San Diego. It is not as hard as you might think to get a gig there. As a former San Diegan I can tell you I have seen lots of 1st timers in the market who got a break because someone "saw them while on vacation". On the east coast it is similar, all those vacation spots where people flock to AND since no one lives in Manhatten but rather out in the sticks (Conecticut) there is a lot more chances to get seen.
The most successful people I have seen have done very little time in the midwest. Most got a reel based on an internship, volunteered to work weekends for some "professional" experience and then left for the coasts.
If you live in the midwest, love the midwest and want to work in the midwest then go for it. But plan on staying. Other wise, go west (or east) young man.
