Without A Trace was a rerun for a very simple reason.
It was preempted in the east because of the President's speech and q&a.
Network sent down a rerun so that those in the Mountain and Pacific timezones could fill an hour, leading to their late news.
Would it be fair to permit them to show a NEW episode of W-A-T while East/Central couldn't?
Think about it.

You just said so- while everyone else got a first run show as their lead-in, the west coast got a THIRD run of Without a Trace. How is that NOT getting screwed? YES, they should've been protected with a first run episode!
