No I will not submit to a credit check so my identity can be used to provide a false background for one of your H1B friends. It is very simple - cross out the credit check on the application. No one cares, if one has the requisite skill (unlike Siebel Managers who have no skills), about your credit or any of the rest of the blanket release.
Read the form, it is a blanket release to a background search firm to validate credit, employment history, mode of living, and anything else the company wants. If you dig in to the background check company they are probably in India or Russia.
