I was a salesman for a Long Island-based company. Recently they gave me 3 business days notice of a 40-50% decrease in my salary. Prior to the proposed salary change I went back to them and told them I couldn't work for the proposed salary. They indicated the would look into alternatives and get back to me. They never spoke about it again and my next paycheck was representative of the salary change.
Is this legal? Do I need to be formally notified? Who can I go to?

If you are an exempt, at-will employee, then the company is free to re-structure your job as they please. Your recourse is to leave.
This kind of trick would be illegal if you were unionized, had a contract, or if the reduction takes you below minimum wage. If you don't fit in any of those categories, then it's legal.
