I'm currently recruiting for entry-level positions that pay $7/hr with no benefits.
I work for a small business and have limited resources. So, I'm handcuffed to an extent. I have found various ideas, but they're detailed toward larger organizations with larger budgets.
Anyone have any effective strategies that have worked for them?

Vault tends to focus on preofessionals like programmers/ lawyers/ consultants/ and I-bankers. None of which will work for $7/hr ($14k per year).
What business are you in anyway? The only jobs I know that pay that kind of money are fast food workers or unskilled labor.
My only suggestion is to post some jobs at the local high school or community colleges.
