Looking to transfer to DC-Area |

I started with the firm in August of '05 after interning the summer before. I am currently in the CIPS group of assurance in the central region. I would like to transfer to one of the DC-area offices and I am looking for advice as to what office I should transfer to (I know there are a couple, but I dont know anything about them) and who I should contact about it.
I would like to stay in audit, although preferable move to the FS group instead of CIPS. What are some of the offices in the DC-area like, what are the clients like (outside of federal)? I do not want to go to the WFP, the federal stuff does not interest me. Is the TS group very big in DC?
Finally, who should I contact about the move? Do I start with my HR or should I contact one of the DC HR/recruiting people? Given that I have been with the firm only a short time, is it very likely that I will have the opportunity to transfer?
I would appreciate any input. Thanks!
