How do you quantify benefits derived from Project management |

Whoa, could we please have some background on this one? The implication is that someone wants to guide a project using some PM tool but someone else wants them to justify its use. The mind boggles! Or worse, someone believes a project can be conducted with no management. Give us some background and I'll attempt an answer.
