Is Enterprise Architecture just another name for IT Strategy or IT Consulting? If not, what's the difference?

No, Enterprise Architecture in most of the firms I have worked in is high level Hardware or Software design and planning and is a full time staffer, sometimes held by a consultant. It is a title for a position usually held by someone with considerable IT infrastructure or software experience.
