Hello there. I am a resume expert, I have taken a look at your resume and it doesn't look too bad. However it does have too many buzz words in it and not enough achievements. List 1 or 2 achievements for each job and then group them at the top of your resume. As well you should group your professional skills at the top. This is because most IT resumes are are scanned and agencies or personnel are then looking for key skills. Don't make them burrow down too far.

It's hard to be a consultant when your experience is in 3 to 12 month increments. You are still wet behind the ears.
