Are drug tests ever administered? I am starting soon in L&I and was wondering if I need to stop smoking.

No, not common, and certainly not without provocation. However, quit smoking whatever you are smoking anyway! If you're referring to cigs, don't be that guy who has to run downstairs every hour and come back up to exhale smoke on everyone. Better for your health and your professionalism. If you're smoking other things, college is over,and it's time to start your life as a grown-up.
