Full time is less competitive than the internships, so if they dinged you for the latter but "strongly encourage" you to apply for the former, they probably mean it; they liked you, but just didn't have room for you.

I've read earlier posts suggesting that the "encourage you to apply" reply is more than just a polite rejection . . . just wanted someone to say it again :).
