You guys make it sound like you HAVE to go through a set process.
What's wrong with wanting to avoid the "herd" and contact a desired overseas office directly? |

option 3: intern here in the united states and if offered a full time position indicate my preference for an international office
That is definitely not cool -- among other reasons, the office you interned at will be pretty upset that you are not coming back after they spent time and effort investing in your success. Bottom line, be honest with people about where you want to be. Option 3 seems like gaming the system. (Maybe the original poster didn't intend it that way, and if so, apologies for my misunderstanding.)
