It depends on size of firm, compensation philosophy, firm profitability, what level of employee an "engagement manager" represents, etc.
Normally, for a mid-size strategy consulting firm [not MBB or Accenture, etc.] I would say that a manager would make $150-200K and a senior manager would make slightly more [$175-250?]. There are exceptions to this, and I have heard examples of people on a partner track who are already generating revenue exceed this.
Despite this, it sounds like your employer believes that mid to senior level consulting talent is readily available in the job market. [They are probably spot on, by the way.] Therefore, it does not suprise me that they give you a great title but no raise... it doesn't cost them much.
My advice is to stick it out a little while. Once the consulting job market returns, the extra title and responsibilities will help you find a better job later on. This is, of course, assuming that they don't treat you like dirt...
