As a long-time job hunter's consultant, I believe you need professional assistance. The questions you posed are reasonable, but they are so interconnected that you really do need someone who is experienced in the entire process, to guide you successfully.
Talk to some career firms, but don't hire anyone to help you unless they take PERSONAL responsibility for your job hunting success.

You might want to look at companies that offer professional resume writing service, such as ResumeEdge.com. I am not advertising them, but I did use their service and was very pleased. What they would do is to tailor your skills to a specific industry, and they would make it look powerful and professional. Anyway, just a suggestion...
