"Senior managers" at "top consulting firms" don't charge by the hour. They charge by the project, which is billed monthly or weekly. Worst case, when things are grim, they'll charge by the day, but not any finer.

In public sector consulting--you do charge by the hour (usually broken down by the quarter hour), even for partner level. What no one has brought up is that billing practices depend on what type of contract (T&M, C+FF, Fixed Price, etc.) is set up with the client.
