There are two questions that an organization has to answer:
1) What are all the things that we could possibly do, given constraints on capital and time?
2) Of these things, which will return the most value to shareholders?
Strategy consultants are employed to answer these questions by "scientific" means, usually by quantitatively modelling the scenarios, the risks involved, and the likely outcomes.
Once strategy consultants have worked out what to do, management consultants step in to work out how to do it. |

Any company that needs to pay someone with a few years of experience out of B-school $300+ an hour to answer those questions for them shouldn't be in business.
