I'm sure this is something everyone knows but me but here goes anyway...
Do the major consulting firms generally hire year-round or only during the recruiting season in the fall???

Experienced hires are interviewed by most firms year-round, but only on an as-needed basis (e.g. for in-demand specialities, etc).
Most firms do college recruiting in an organized way only in the traditional time slots. That said, at some firms, *if* they still have a need & *if* you can get your name in front of the right person, they may brinbg on an undergrad off-cycle. Your best bet, as always, is to use alumni directories & any personal conections to get yourself in front of a partner & see if they will help.
At some other firms, no entry level hires will be brought in off-cycle, ... especially so if the firm has some sort of mandatory training program which new hires go through.

I recommend trying to make the connection now ...even if firms are not hiring, you can network a litle & get a head start on next year for any firms that don't hire off-cycle.
On the other hand, this is a *really* tough time in most of the established firms ... so don't expect a lot of success.
