Trying to Move to Boutique Econ Consulting Firm |

I am currently at a Big 5 that shall remain unnamed, but I assume many of its employees may be looking to move on.
I currently perform International Tax consulting services. I want to switch a bit and move to management or strategy consulting, ideally at a small firm with an economics focus.
What is the best strategy to break into this field? Is it realistic given the market conditions? Which firms are hiring now? Are there any headhunters that specialize in placing people into this field? Are there headhunters focusing specifically on employees of my current employer?
